Freedom of expression

Democracy and openness are fundamental values in the public sector, and it is therefore both natural and useful when public sector employees exercise their freedom of expression and participate in the public debate with their knowledge and views.

The protection of public sector employees’ freedom of expression only applies when the public sector employee speaks as a private individual.

The State Employer’s Authority has published a guide on the freedom of expression of public sector employees Code of conduct in the Public Sector – in brief to provide basic information about the scope of the freedom of expression for all public sector employees, both managers and employees.
